National Network of Integrated Centres for Security, Training and Citizenship: up to 1,000 regional units for continued capacity building, humanised training and transparency technology in support of SUSP, consolidating the historical TFI front of Col. Leonardo Sant'Anna.

CISTeC National Security

Implement a national network of regional centres for training, governance, technology and transparency in support of public security policies, with the Work and Governance Plan v4.1 consolidated for filing with the Ministry of Justice and Public Security.

Tactical Search Course taught by Total Segurança, led by Col. Leonardo Sant'Anna, held in 2009, with the participation of current AEB President Dr. Jefferson Poli. At the time, he was a Fiscal Council member of the OSCIP, was qualified in private security, acted as CATI/DF sales representative and Administrative Manager of Total Segurança, and contributed to the development of several humanised security courses.

Audience
Public security bodies, municipal guards, police institutions, training schools, instructors, community protection teams and institutional partners.
How to participate
Public agencies, police institutions, municipal guards, training schools and social partners may propose cooperation for agreements, classes, training spaces and continuing actions.
  • Up to 1,000 CISTeC units across 28 Federative Hubs, with phased multi-year implementation conditioned on technical criteria.
  • Five integrated axes: governance and agreements, infrastructure, operation and maintenance, humanised training and transparency technology.
  • Real-time monitoring by public authorities: portal, API, biweekly georeferenced evidence and an auditable documentary trail.
  • Humanised training with progressive use of force, de-escalation, human rights and life protection — heritage of the historical TFI front.
  • Preserved executive course: Social Approach to Aggressors and Personal Protection in Buildings — Levels 1 and 2.

Reserved area for class records, execution evidence and educational material from the first units.
